To Sayyid Muqtada al-Sadr
Peace be upon you
Is it possible to elect those who do not have the efficiency and regard
themselves have a certificate? What about those who have efficiency and
qualifications but do not nominate himself?  Is he sinful against the people?

In the name of Allah
If you talk about the Sadr movement, I advise in the following:
·        Wait me personally to enter or nomination.
·        There will be preparatory elections.
·        Dispersion of voices is against our interest.
·        Unite and do not disperse.
·        The failure of currently some elected officials must not prevent your
participation in future. Beware do not waist your right. Just wait a final
signal from your Hawza.
